Default accord 2000 2.0L coolant drain

hello
i was trying to drain the coolant from the cylinder block but couldn't find the bolt.
it's not where the owners book shows:

the only bolt on the rear side is close to the timing gear side, but no coolant came from there, only a little bit of engine oil:

from what the book shows i'd expect the bolt to be where the red arrow points to, but there's nothing there. it's a threaded hole, but it's blocked. could it be the plug under the oil filter?

That bolt isn't it. That bolt is basically a plug to access the balance shaft pin hole (to lock the balance shaft for belt replacement). I think you either need to look further up (you can just make out the coolant tube in the top of your pic), or you need to look on the front side of the engine.

Are you just trying to change the coolant?

The engine block coolant drain bolt is to the left of the oil filter.

See the illustration as part of this engine block heater install instructions.

Just make it simple. Drain the coolant from the radiator and refill with new coolant. This will dilute any old coolant in the system.
