Default 1900rpm noise (power steering....)

I recently changed the timing belt on a 96 accord, after doing so I noticed some noise coming around the 1900rpm range that will pretty much remain constant if I stay there, slow down or speed up and the noise is gone.

After googling it seems this is a common issue due to a lose heat shield or cat. converter; but here is the kicker, the noise changes if I loosen or tighten the power steering belt. I was able to get the sound to be very minor/not as frequent by playing with the tension on the power steering belt but it never completly goes away.

Any ideas?

Play with the tension on the alternator belt. Also check out the common DIY thread for a tip about changing the timing belt. It has to do with the tension pulley installation.
