02 accord headlight problem

First check a non-electrical problem. The little adjustable rubber bumpers when you close the hood might be too tight. Maybe they hammer the headlamp housing every time you close the hood?
Then measure system voltage. If your voltage regulator is flaky, you might see voltage spikes above 15v or whatever. Those would be bad for lamp lifespan, but it's difficult to see why it would ONLY happen to that one bulb.

Checked the voltage at the bulb connecter and it was 16.4V with the car running. Then checked the battery with the car running and it was 16.6V. Now what should I do? Is it the voltage regulator? If so where is it located at?
