If you didn't turn the steering wheel, and the wheels are aligned in the same place from when you removed the steering rack, then you shouldn't have to set the clock spring.
You can damage the clock spring if you turned the steering wheel or shifted the rack & pinion when you did the install.
I think you have to have the steering wheel and the tires pointed straight, remove the steering wheel, then turn the clock spring clockwise until it stops, then counterclockwise about 3 turns. There should be an arrow that should be pointing up. Then your reinstall the steering wheel.
