code p1297, engine won't start without obd scanner.

A few weeks ago my 1997 auto Honda accord had a problem with dirty EGR valve, I bought an OBD scanner plugged it in, solved the problem and forgot to remove the scanner.
Anyway last night i took the scanner off and when i tried turning my car on, It wouldn't start. It starts fine with the obd scanner plugged in but if i start it and remove it the car immediately shuts off. There is no check engine light on. Though, It does read a code p1297(Electrical Load Detector Circuit Low Input), but as far as i can tell there is no ELD unit in my fuse box. I'm not really sure where to go from here, every thread I've checked refer to either 1298 codes or models that are newer then mine, that have an eld unit.(I've attached a pic of my user guides diagram of the fuse box) |

The OBD reader is probably supplying ground to the ECM, enabling it to start. Check the ground wire G101, located on the intake manifold first.
If that is okay, check the fuses in the the under dash fuse box (Fuse #11 (7.5 A); see attached), as well as the under hood fuse box (Fuse No. 10 (7.5 A) and Fuse No. 13 (15 A); see attached). |
And about the ELD... it's built into the fuse box, its not a component that can be unplugged like a fuse or relay.
