ecu swap

I have a 2000 honda accord euro-r with a H22A jdm engine with only and cold air intake mod. I'm havin a power log problem and ive found out that changing my ecu can solve the problem so i'm planning on stepping down to OBD1 but i wanna kno which ecu is best. p28, p30 or p13.
