Front License Plate Bracket

Can anyone provide direction on how to mount the Front License Plate Bracket on a 2013 Accord Sport?? Some posts say you do not need to drill into the bumper, but can't figure that one out.

For the 2013 Accord, the license plate holder also uses two self-tapping screws into the bumper area.
