Double check all of the grounds. Then have the battery tested.

If the starter is not turning over the engine you are loosing power or ground somewhere. I betting the buzzing is a relay not getting the proper signal...if it was a bad fuel pump relay the starter should still be turning the engine over.

Thanks for the reply, tracked down all the grounds and tested the fuel pump relay all were good? The buzzing noise is coming from the steering column right by where the key goes?? Not sure what this piece is called? Its a black box right above where the ignition switch (where the key goes), not really sure where to go from here any help greatly appreciated.

Sounds like the electrical part of the ignition switch (not the key cylinder part) is going out.

figure id put a follow up, after a few hours of messing with every wire under the hood and dash, the car has been running for about 80 miles, no check engine lights, no nothing...kinda good i guess but still bothers me that couldnt definitivly find something wrong? oh well guess maybe i just lucked out. what part of the ignition switch? what color plug was it the green or the white those were the only two plugs i saw going into the ignition? and the buzzing noise was coming from the steering wheel locking mechanism?? thanks again for all ur help.

P0685 is ECM/PCM Power Control Circuit Malfunction.

I would inspect all ends of both battery cables. I would clean each end with a wire brush and tighten them back down.

I had a problem when I installed a new battery on my 95 and tightened the battery terminals using a boxed end wrench. The connector was loose enough where the cable could lose contact with the batter post. I used a deep 10mm socket and got the bolt to tighten in a few more turns.
