Im replacing the ignition cylinder on my 2003 accord ex 6 cyl automatic. So far everything has been straight forward. But I'm stuck on the two bolts on the top. They have no head and look to be security bolts. My question is do I need to cut them off or is there another way to get them off.

Yes there is a way. Use a sharp pounch and a small hammer hit the head of the bolt in a way that it will loosen do one at a time and take your time. when fitting the new one on be sure it is fitted on corectly or key lock will not work use new bolts and tighten untill heads break off good luck!

They are shear bolts. Similar to what joec44 said, you can use a center punch and hammer to turn it off. You would make an indentation on the bolt, then at an angle, use the punch and hammer to loosen it in a counter-clockwise direction.

Here is a link with a picture (post #2) on how to remove the two shear bolts with a center punch and hammer (it is actually very easy and fast to do, probably less than a minute for each shear bolt). A center punch and hammer can be used to loosen screws, nuts, bolts, etc.
