New member problem with headlights

I have a 1990 Acura Legend and I post a lot on that forum. I just had a brain flash and thought lets try to find the honda forum and ask for some advice.

On my 1989 accord - It has of course the hideaway headlights. They have gone to the up position and have stayed there. I suspect its some kind of relay which is stuck on. (Closed) I checked all the fuses marked with anything to do with the "retractor" but they are all fine. Both inside and ind the engine bay.

So can anyone tell me where the relay for the retractor(s) are. Ive looked around for a box or a clear plastic covered tube shaped relay but don't see it. (the only one i seemed to find are the fan relay's) I want to give it a tap and see if anything moves.

thanks in advance.
