No power steering and knocking from rack?

Okay to start off I replaced the inner tie rods, outer tie rods ( both sides ) and replaced the stabliser links ( both sides ) and sway bar bushings. The previous owner replaced both sides cv and axles ( within last 3000 miles). There was a lot of noise coming from the front end as well as no power in steering, after inspecting front end noticed tie rods were shot so I replaced them all in one shot. But I still have no power when steering, as I turn from lock to lock I get a knock- knock as turning. I was under car as wheels were being turned to pinpoint the noise.
When replacing the inner tie rods there was no fluid within the boots no visible signs of leaks. So I was looking in the ps reservoir and it is full. I had someone turning the wheel lock to lock to see if the fluid would fluctuate no movement no bubbles or foaming. My power steering pump makes no noises and the belt is fairly tight.
So this leaves me with a question is the rack knocking because there is no fluid being pushed to the it. If that may be the case how can I test pump, or even the reservoir for any fluid blockage?

Look for the return line on the reservoir and watch through reservoir top opening. You should be able to observe fluid returning to the reservoir.

If no flow suspect pump fault.

If flowing you may need to take a pressure measurement (special tools req'd). It may be cheaper to simply replace the pump.

good luck
