Problems with RPM's just dropping out
 
I have an 89 honda accord LX and its been well maintained and the carb was just rebuilt but for some reason when i slow the car down (25 and below mph range) the car will just bottom out in RPM's....or when im idling the RPM's drop and sometimes stall the car out...this also happens more often in the winter or when its cool outside, ive increased the idle RPM's but it still does it. Any thoughts or comments?

Many carb models of this era have a anti-dieseling solenoid that supports the idle at normal. When switch is cut off, the solenoid collapses and throttle plate closes completely to prevent dieseling. Perhaps solenoid has failed (open) which would prevent normal throttle plate position for idle.

Yeah it does diesel alot when i turn the ignition off, is there an easy way to fix it (i'm an ameture) or should i bring the issue to the attention of my local mechanic?

Ask your mechanic to check the anti-dieseling system.
