94 EX 4Dr Sedan

I know this has been posted before, but I am just looking for some ideas on how to get rid of therust or at least slow down the rust on the quarter panels.I searched this topic and found a suggestion to just cut and weld a new peice of metal. This seems very expensive in both time and money and was looking(praying) for an easier way. I was told by someone to remove the wheel wells because they help hold the water in, so I did this.I alos sprayed the wheel wells with under coating and removed the rear bumper and sprayed the metal behind it. So if anyone has any other ideas just let me know, thanks.
