Removing rusted license plate screws

Any ideas how I can do it? The screws won't budge on the front and rear plates. I want to take the plates off of my Accord to clean the area and put on some nice vanity plate holders on. Plus I also have a Civic I'm getting rid of and need to get those off too.

The screws are a round-head phillips screw head. There's no way to use a socket wrench. I do have a Craftsman screw extractor set but am reluctant to try that for now. I did give it a good spray of wd-40. I may spray some more and then let it soak over night.

Any other ideas?

PB Blaster, or any penetrating lubricant. let it sit for a good while. worst case scenerio, cut the heads off the screws and manage to get the plate off. go to honda and buy the new fittings to secure the plate to the car. next time use Permatex anti-seize on the threads.

If I cut the heads off, how do I get the rest of the screw/bolt out of the screwholes?

You could use an easy out if you need to get it off after that... or cut the heads off then secure the new plate with 3m double sided sticky tape.... strong stuff...
