What's the best way to address this? I don't need for it to look new or even nice, I just want it to stop rusting. I've never had to address rust on the body of the car since I don't live in a place that snows but the car isn't from around here.

It all depends on how much you want to spend to fix it.

Replacing part of all of that rear quarter panel is not easy. You may be able to grind out all of that rust, fill it, then paint it. This would be more of a temporary fix, because the rust will likely return at some point.

The 94/95 would rust in that area, because Honda used a sheet metal screw to hold the rear bumper into that metal panel. You will see a lot of 94/95 accords with rust there.

In the 96/97 accord they put a square punch in the metal and a plastic piece for the bolt to hold up the plastic bumper. That seemed to help out.

I didn't think the 98+ accords had the same problem. You may want to google rear quarter panel patch 98 accord to see if anyone sells those.
