All of a sudden in my '91 Accord, my cig lighter, dome light, arm-rest lights, and only the intermittent wiper function went out on me. All fuses appear fine. Might there be a relay or something else that is out or am I now into attempting to track down a short?

A short would blow fuses (or start fires). You're looking for an OPEN circuit. That means a wire that's cut or disconnected but not touching ground.
