Default Thing above my wheel

So ive had my honda accord 97 for a while and am starting to do it up. Just bought some new advantis and tyres and then today i go to check what it looks like up inside the wheel guard above the rear wheels. I find this metal thing (Obviously does something) that is above the wheel about a hands length above it. It bends sort of around the shape of the wheel but does not touch. Im wondering if i get bigger sized alloys and tyres will it touch this thing and damage it or my wheels or when you put in a new set or rims and tyres does it just move up more.

Thanks

Sounds like you're talking about the top arm of the rear knuckle (#2,3 in the picture). That top arm curves around the tire & connects to a suspension link (#30,32).

YES you will have to worry about larger tires rubbing against that thing. Sounds like you already bought the new wheels & tires, so I'd bolt them on (carefully) and see whether they touch.
