Tire Belt Broken...

I went for a regular servicing today at Jiffy Lube and they informed me that my front wheel (driver's side) has a broken tire belt and asked me to change my tire. My car is a Honda Accord 2000 and has about 150k miles on it.
  1. I'm in Lafayette and am not able to find Costco here. Do you think I can get these tires at Walmart?
  2. Do I replace one tire or should I replace both the front wheels? (I was thinking the un-eveness of friction might create some headaches)
  3. Because it snows heavily, do you think its worthwhile for me to invest in snow tires? (but that would make it 2 front snow tires and 2 regular back tires)...

Can someone help me out?

You need to match the tire you already have and it will pull if one of the front tires has a lot more wear compared to the other. If you rotate the tires and put the new one in back you may be alright to just get one.

Thank you... I will pay a visit to Walmart today and see what they'll say... Really appreciate it...

I'm a big fan of snow tires. ALL FOUR of them.
