The 1998-1999 Accord does not have the FITV that was mentioned above. Only the IACV which you're checking.
It's uncommon for the IACV to fail, more common to get dirty & sticky. That said, you have checked & cleaned it, so maybe(?) you have an uncommon failure. It's tempting for us (not seeing your car firsthand) to say that IACVs don't fail but really it's not certain.
But don't forget to chase that wiring back to the PCM in case there's a flaky wire somewhere.
If you turned the key ON while the IACV was disconnected, then it will store that code. You can clear the code to see if it comes back.
