Those are known as side skirts. Yes they come off. There are clips and bolts that hold them on underneath. You can buy aftermarket ones but they wont come painted either. You could just have yours painted to match your body color.

I am unsure if the 01 or 02s would fit your car.

Thanks for your reply. I heard that if you paint plastic it would just end up chipping.

A rattle can job probably will end up chipping off, but a professional job should be good to go. Your front and rear bumpers are plastic just for reference.

Lol well yea I knew they were but is it the same plastic that I have on my side skirts?

There is a special primer to be used before applying paint over plastic. You can buy this primer at any auto parts store, it comes in a spray can. Using this primer the lacquer or enamel car paint will stick better to the plastic surface.
