i have power but when i turn the key you can here the starter turn and kick in and outbut will not turn the motor. took the starter out and had it checked and it is working. put new battery in put new alt in, but the starter still turns and will not ingage the motor. any ideas

Give it a good couple of wacks with a wrench or tap it with a hammer if you can get one down there, quite often starters can still be "good" but sieze mechanically. The tapping is actually a mechnical term called mechanical agitation... its to loosen up what ever is siezed if in fact it is... if its not, you are not hurting anything.
Dont be afraid to give it a good blow or two, and then try and crank it, if it starts, replace the starter. If it works and you dont have time to replace it right away, you can continue to beat the **** out of it for a bit before it completely dies... couple of weeks or so...

for future reference if the start clicks with absolutely no hesitation, its not the battery, alternator, or relay. If it stutters at all its one or two of those things.
Your starter is getting power, so something is just not wanting to turn... you should pray its not something internal... it probably isnt.
