a sleeper involves doing nothing external to the car, so basically your options are

build up the engine go n/a and have a high compression (the most expensive way)
turbo (the middle man unless you want to run high boost then a little of the first is needed)
the bottle (cheapest)

You mean like my little civic? A turbo can make a big difference. Who would suspect there's 400hp under the hood of this?

not that the 3 inch muffler isnt any indication, you can assume two things when you see a 3 inch muffler, A: the guy has no idea what they are doing and he lost horse power and you will totally thromp him, B: the guy knows what hes doing and you will totally get thromped lol

saw a guy with a 3 inch muffler on a neon when i was driving to des moines one weekend, he had no extra gauges...... i laughed.....

but it doesnt make that civic any less sexy ^_-

Anyway to combine the bottle and turbo and go for the middle ground? I heard that Turbo costs around $2000.

yes you can, but for the amount of engine work and tuning you would have to put into it you would be able to run the turbo at higher boost to offset any power provided by nos

Hmmm....so is there any turbo kits for the I4? I've looked around the answer has been no. And if there is, any step-by-step instructions?

EDIT - Is a CAI unit worth the money? Injen Cold Air Intake Honda Accord 4 CYL 2003-2004 for $255, or should I search around for a better deal?
And what the heck is an intercooler kit?

Does that Civic have a V-6 badge on the right rear? There has to be more done to it than just a turbocharger to have 400HP.

there are turbo kits, it just depends on the years youre going for. http://www.turbo-kits.com/accord_turbo_kits.html
they cost more, but its made to drop right in to your car.
buuuut based on the 03,04 cai comment there isnt a kit that i know of, and if you are going for turbo you dont need cai, the turbo uses the innercooler to cool the warm air and if you wanted the force the cai into the wheel well there would be fabrication needed
