Cam Rail Locked up

Default Cam Rail Locked up

I have a 93 honda accord lx and I have been trying to put it in time however the cam rail has locked up, what would cause it and could it be fixed without having to take the valve cover off again? my father in law was helping me and before we bolted it on there it turned freely, now it wont turn at all

Maybe I'm just dense but I don't know what you mean by "cam rail"?
This belongs in Engine/Internal, so I'll move it there.

Jim - I am thinking that he had the valve cover off and tightened up all the valves making them too tight so now the cam pulley does not want to rotate.

That would be my guess.

Well, what I was afraid of is that he's got the camshaft timing so far off that he's hitting pistons against valves and that will prevent the camshaft from turning.

Kyle, just in case that's it, DO NOT FORCE IT. If you're turning the camshaft by hand, maybe you didn't put enough force to bend the valves...?
