Ok...here's the rundown
Headers ~200
Intake ~ 200 (or the eBay route which is ~ 75-80)
Exhaust ~ 500-600 (custom: 700)
Engine Dress-Up (including spark plugs, wires, etc.) ~ 140

i agree with checking your core components; starter, altenator, belts, plugs, etc etc.
as for budget mods, there's bolt-on catbacks, intakes, that's really all that's worth it...
eventually you could get new headers. but i'm not convinced it's entirely worth it on an accord. but i don't know much, so take it all for granted.

how you going to assume he means under 1K.
what you might find as cheap,he might find as expensive for all you know he's probaly not even trying to spend 1K.Maybe he wants to spend 500 or under.

Learn from the rest of us and all those crappy Hondas you laugh at on the road: better safe than sorry. If you take the cheap road, you're going to enjoy shelling out money twice for a cheap part and then more for the right part or putting stock parts back on. if you don't have money (like me) just I/H/E and be done with it. New suspension parts and wheels/tires will make your car hella more fun to drive.

The first mods on your car should be the following:
-remove the intake resonator in your front bumper (DIY, free)
-quality tires (ultra high performance rating - all-season, ~$280)
-performance anti-sway bars (~$300)
Next, look into cat-back systems (~$500)

Depends on the level that you plan to take the suspension to. A matched pair is going to perform better than the TL's bar. I haven't seen anyone else put down a 0.9g turn with a sedan that weighs in over 3000 lbs.
..... as far as a budget project goes, I agree that the TL bar will offer a great improvement over stock and will be fairly cheap.

Do yourself a favor and make sure EVERYTHING is in top shape before you spend money on go fast stuff.
