Default engine rev

i also have a question about the engine reving! i had a 94 ex accord sold it. In CT it gets cold so in the winter i would notice that the 94 when stoped at a light or something would rev up and down in rpms 1000 to like 3000 up and down voom voom voom.the car was a 4cyl vtec with cold air intake, cat back. Now i have the 2000 accord ulev vtec. no intake exhaust hasn't gone on yet but i heard the 2000 rev just like the 94 WHAT DOES THAT MEAN WHEN IT DOES THAT!

Its most likely the Idle Air Control Valve being clogged and throwing the sensor off.
