Default new from ripon california

Hi All, I'm new to this site and have a relly long question. I recently did the head on my 2002 Honda Accord Ex 2.4L cylinder. Almost immediately it started burning oil like a quart or more every 125 miles or so. I stopped driving it until I saved up enough money to do the piston rings and bearings , which I just had done. When I picked it up the owner of the shop told me it needed new wires , cap and rotor so thats what I was going to do until I took it to my friends shop and he did a leak down test and told me that 1,2 and 4 cylinders all have 175 lbs and cylinder 3 only has 120. They told me to take it back to the shop where the rings were done.
Is it possible they did something wrong, or can they even fix it again?

Thanks !!!!
