That sure is a pain. Glad you found your problem.

 

you should have another filter in the engine compartment look under the master cylinder they some times like to hide them there on accords . you really need to double check on that fuel filter because I don't think honda would only make a screen to protect your injectors

 

I go to gas stations that are new(new tanks )and do a lot of business (tanks get filled up more frequent) disregard this statement if that's where you got the water
