Actually, the 1st digit of the VIN tells what country it was manufactured in.
We have a VIN decoder - near the top click "Tools" then "VIN Decoder"
I thought the Japanese & European Accord during that generation was a completely different car.
If you want a DOHC, it might be easier to swap to an H22 but I really don't know much more than that. It seems to me that people have had to fabricate engine mounts & things.
Search in the "Engine/Internal" section; maybe there's something over there.

There's a little more going on with this swap than you might be ready for.
Yes, the original 5 speed trans will bolt up, but it's kind of long winded for the F20. It's a very good trans for the F23 though. Ideally you'd want the "shorter geared" H22 trans, as you make more use of the new power you'll have available. Axles are the same though.
Next you'll need to re-pin the wiring harness, and get a different ECU, as the F20 and the F23 ECU aren't compatible. This means you'll use something like a P28 ECU, which gets rid of the emobilizer circuit feature of your 99 Accord.
Then there's the engine mounts. These will have to be custom fabricated, or purchased thru someone like HASport.
Also, keep in mind the F20 likes using a header for better breathing. Unfortunately nobody makes a header for the F20 in a 6th gen Accord. So, you'll be doing some custom fabrication for that.
These are just some of the items involved in the swap, so you can get a better idea of what's involved.
P.S. Your Accord being built in Japan isn't a big deal. My 99 was built there too, and like someone on here told me (which I verified) that some of the bits and pieces are made by a different supplier, but are still physically the same as an Ohio, Canada, or even Mexico built Accord.
I hope this helps.
