I'm not sure where exactly you are Euro, But in my province (Manitoba) the honda dealerships are pretty leaniant when it comes to actually working on a honda. other cars they will charge a pretty penny. take it to a couple places, get the best quote, work your way from there. Go to places that are only trusted. Most of the time you can get away with just bringing it to a local shop (assuming you dont have warranty anymore, If you do, look at the brochure they gave you when you bought the car, see if your warranty covers it. Most cars came with 60,000KMS/5 year warranty at that time)
Sorry about spelling 3rr0rs, i just got up :P

49,000 km is not even 31,000 miles .. talk to the dealership manager to express your disattisfaction and ask that they help out in the repairs fully or partially ,, and also call Honda of Canada ?? 1-888-946-6329, and complain to them ,
.. ABS system should not go bad this soon
you need to get the code and post it here.

also, have you run over any debris on the road ? possibly damaging wheel sensors ?
By the way i just found a service bulletin which applies to all 2003 accords ( bulletin # 04-026 ------may -11-2004 )
call your Honda dealer and see what they have to say about that
