2003 P0420 code

Okay, so my code reader and app under monitors says car is not ready for emissions.
It does indeed look like 02S1 is providing input.
What looks to be causing the unreadiness is:
Catalyst - non continuous
Evap System - non continuous
Oxygen Sensor - non continuous (possibly 02S2 fluctuating cause the CC is bad?)
EGR System - non continuous
It lists the items and has two columns; Available, check or X, and Complete, check or X. The ones above have a check for available and X for complete, so I'm guessing it's the CC, but could Evap and EGR systems also need attention?
Also, I didn't let the car warm up very long, so may have not been sufficient temps, I'm letting it warm up a little longer and try again.

The car has to get to operating temperature to use the O2 sensors. I'd look at long and short term fuel trims to see how the PCM is adjusting the air/fuel ratio.
