2009 accord slow crank

Default 2009 accord slow crank
I have a 2009 accord with the 2.4 liter. New battery, new starter but still cranks slow, battery voltage falls to 7 when cranking. Any ideas please.

Are you sure you have good ground on the cables?
Or clean contacts on all points (starter, chassis, and battery)?
