What are the wire colors you are testing? What are you using for the ground to your volt meter?

I'd recommend purchasing a shop manual for your accord. Automanualsource.com has a shop manual for your accord for ~$22. You get the manual to download as a pdf and is worth the investment.

Can you give us some more info on your accord, like trim (EX, LX, etc), 4 or 6 cylinder, automatic or manual transmission?

Whatever is causing the communication loss, is also causing the pump not to run. I've run into that on earlier models before. Check your fuses, and check for power to the main relay.

Yes it seems like the power to the relay is not present all my fuses are good o will look up the wiring diagram to find the power wire to the relay .

Check under-hood fuse no. 15 (10A).
