New here I have a 2010 lxp accord sedan I purchased led rear signal bulbs when i installed them the turn signal is now very fast not at normal pace but when the hazards are on they stay at normal pace do I need a special relay to resolve this problem

 

The flasher wants to see a certain wattage, & the rapid flashing is telling you that a bulb is burned out. But really it's because LED lamps have very little wattage. You need a resistor across the bulb to simulate the wattage of an actual bulb. (I don't know what resistor spec you need.)
