Default 86 honda accord will not start after replacing carb

I have a 86 honda accord lx, with an automatic transmission. Earlier this year my head gasket failed, I replaced it, and rebuilt my cylinder head and carburetor. I ended up breaking my carburetor core during that process, so I went to the pull apart and grabbed another one. I just got it in and went to turn it over. When I put the key in the on position my air jet controller starts vibrating very violently, and did nothing when I tried to turn it over.

Is this a bad carb? wrong carb? or did I just simply screw up some vacuum hoses?

What brand carb did you replace the old one with? Is your vehicle a California model?

I don't see a brand name any where on the carburetor. It looks like stock, and looks exactly the same as the one I pulled off. My car is a CA model.

If you have a Keihin it has a fuel cut off solenoid. Will your car start if you dump some gas down the carburetor. I have never seen an air jet controller as it is a California requirement. If it starts with adding fuel than I would do a volume test which is you usually just take the fuel line off at the carb and place it into an appropriate container and start it up for about thirty seconds, with an electric fuel pump you should just be able to turn the key and not start it up. If you have fuel the next stop would be checking for power at the fuel cut off solenoid. I am going to PM the website I was looking at.
