When was the last time the vehicle's plugs/wires/distributor/rotor were replaced?

Also plugs were cleaned?

I've found that those tend to create the most problems, especially in older vehicles if they haven't been replaced. Power leaks in the wires can cause HP drains and misfires, etc.

GL!

When you jumper the SCS connector to read codes, a solid-ON CEL means there's no stored error codes.

Back in those days, a bad ECU was indicated by the CEL being ON while driving yet it wouldn't flash any codes when you jumper the SCS connector.
