So basically when I turn my 91 accord off it makes a suction/vacuum type sound that lasts for about a second or two. Also sometimes when I hit the gas sometimes it feels like it doesn't get power for a second until it actually kicks in and starts going. Seems to only do it when I'm already moving though.

 

Has any work been done to the car recently? Is/has the CEL come on at anytime since this started.

Can you try to narrow down the source of the noise, you under the hood as someone shuts the car off.

 

it seems to be coming from the intake. Or at least in that area.

Clean and adjust the FITV. Clean the IAC. Clean the air boost valve.
