Default 91 Accord studiers at take off and 30mph to 45mph

91 Accord studiers at take off (givenlittle gas)and 30mph to 45mph (keeping what ever speed constant). I did a tune up changing out the spark plugs and the wires and replaced my fuel filter and checking all my fluids. A machanic said it could be the torque converter that it is off balance or needs to be replaced.

What is it?

Does this problem happen under light throttle?
maybe EGR stumble?
Put the car into Drive hold the brake firmly step on the gas to raise the RPM to the 1500-1700 range and if you feel the engine stumble, bet your bottom dollar the EGR ports are plugged up and you have a lean burn stumble.
