Default 91 Starting Issues

So im having the same problem. i thought it was the starter, but i had mine checked and it was fine. batter is good had it checked also. when i turn the key i can here a couple clicks like a relay or solenoid but the starter bendix does not pop or try to turn. i thought motor might be locked up so i puxhed started the car and it ran fine. i am stumped and cant not figure it out. any help would be appreciated.
