I have 2 issues that I really need help on:

1- last week the car would not start, wanted to, fired but wouldn't start.

2- Radiator seems to have pressure all the time and is empty everytime i remove the cap. the bottle always has coolant in it

Thanks for anything you can do to assist in my venture

Find out where the coolant is going.

Some autoparts stores have a radiator pressure tester that you rent for free once you return it. Your radiator should hold about 15 psi. If not, try to locate where coolant is leaking from.

The alternative is that you are burning coolant. Do you see white smoke coming out of your exhaust? Both problems could arise from a bad head gasket, but you need to diagnose before assuming that is the problem.

Thanks, I do see some white smoke and the oil looks clean no evidence of moisture. I will do a radiator check

A small leak will sometimes evaporate as fast as it leaks. Using that tester to pressurize it cold will help you find the leak.

(or did you mean white smoke from the tailpipe?)

OK then a cylinder leakdown test might make more sense than pressure-testing the cooling system.
