The speedometer problem can be caused by a bad VSS or a bad speedometer. If you try to set the cruise control, and it does not work, then the VSS is the problem. The check engine light and D4 light should be on when driving.
If the cruise control works, then the speedometer itself is the problem. I had that happen on my 95, where the speed would be stuck at ~19mph. The odometer and trip meter wouldn't work either.
If the check engine light is on, do this procedure: http://www.dhost.info/accordinfo/howto/cel.html
Just use a thin paperclip to short that connector. Post any codes you get on here.
As for the noise up front, it could be any of those. The anti-sway bar has bushings that can deteriorate and make some noise, its a pretty easy DIY procedure.
For more common items. Replace the timing belt if it is due. The EGR ports may need to be cleaned. Google search T2T013.pdf. Hondadude also has a link to his site with instructions.

ok and vss is the speed sensor correct? bc the cruise does not work but the speedo kicks in every so often but not for very long? what could that be im am going to replace the speed sensor to start off the is what the mechanics here at the dealership are telling me... so if i replace the vss is bad and i fix it the cruise will work? bc if i hit the button to set it the light comes on but does not set the speed? and the check engine light is not on so i think i am good in that aspect, the noise in the front end what should i check first and are the honda very expensive to work on? the timing belt and clutch have been replaced i did see the reciept showing that they have bc i no that these motor are non interference motors and if the timing belt breaks im screwed any thing else i need to no ? thanks for all your help
