Unhappy 95 transmission shift problem

Unfortunately got water in trans. have changed fluid several times but still have problems shifting in higher gears. need to rev above 3,000/3500 rpm to get shift from 3rd-4th-5th. downshifts ok After 1 change, the trans worked normal and shiftup thru gears around 1500/2000 rpms. Rev, 1st, 2nd are working ok. Advised to try adding mineral spirits to oil to remove water/condensation residue. Also, water was dirty! I am living in Brazil and parts are a fortune if available. Even dextran 111 runs $25.00 a liter and need 3.5 liters a change Hoping to save Trans but....

Lights are on. Also have problem with idle actuator. RPMs running over 1,000 while idling. Going to replace this part to fix idle and then do oil changes to try and clean dirty water residue. Trying to find Lucas trans additive to help remove moisture as have been told simple oil changes won't do this
