99 Accord horn is not working
 
It blows when you hit the panic button . It has never blown when you hit the alarm but it stopped blowing when you hit the horn button . changed the relay no difference . fuses looked good. I am open to ideas , Thanks, whiskerz:D

I'd check the ground connections to the horns fisrt.

Then, check the clock spring, any work done where the steering wheel would have to come off? Does the cruise controls on the wheel work.

steering wheel has not been off in a while. That I remember . It did get a new ignition switch a while back to cure the stalling issues . I think the cruise works , no power to the horns with the button pushed

Ok, sounds (?) like the clock spring might not be the issue. PLEASE check the gound connections. Don't have a good manual for the 6th gens but know that Honda likes to use gounds to make things work.

The pic is for a 5th gen (94-97). Notice how when the horn relay closes, the ground is allowed to flow to the horn...WHT/YEL is hot at all times (from the under hood fuse panel) only when ground is applied to the horn (BLK coming into relay, then to horn thru BLU/RED) would the horn sound.
EDIT: of course if the clock spring/cable reel isn't grounding the "coil/magnet" side of the realy(LtGrn/Blu) then it wouldn't colse either.
