I have not troubleshooted ABS systems too much. Was the brake fluid level low?
A code 1-8 is for the high pressure system.
Possible causes: Accumulator gas leakage, Charged relief valve set pressure, Rear outlet solenoid valve late to close, charged pressure switch set pressure.
I would take a look at the 94 shop manual that you can download from the Online Manuals thread in the DIY section. It shows the diagnostics for that ABS code. At the end of the diagnostic tree it says to replace the modulator.
You could try replacing the o-ring on the accumulator. It is #23 on the diagram below. And costs less than $2. Maybe someone on here can give you tip on how to properly remove the accumulator from the abs unit. That accumulator builds up pressure, so you have to take to proper precautions to remove that component.

Only thing I would add is that used modulators can be readily found w/ car-part.com and looking near your zip code. I've purchased this unit for <$50. Make sure you get a 30-day warranty for a dud part.
Easy removal/installation, but requires a 10-mm flare tubing wrench to avoid rounding those very tight tubing nuts.
