Unplug the a/c condenser fan relay. Turn the key to the II position. Put the black lead of the volt meter on the valve cover. Use the red lead on each of the four pins for the relay. List the voltages you get for each wire.

I know I keep asking for readings. This is confusing:

With the car off I got .4 and then .8 volts from thermostat A, 10.58 volts from thermostat B, and .4 volts from the wire to the condenser relay.

I don't know how you are testing the wires. Try to include wire colors (like between the black and green wire at thermoswitch A, or between the green wire and ground, ...)

Well, I solved the problem with the help of Honda's service manual. Included are links to pictures of the troubleshooting pages for the condenser fan and a diagram of the AC system which helped me track it down.(attached for anybody elses perusal). I really need to buy one of these, but I can't find one for under fifty dollars...

I feel silly solving it. The car came with no fender skirts, so that should have been the first place I looked. As soon I tore off the fender skirts on the driver's side I immediately saw the broken wire in the harness(the green wire broken. Green = ground), I spliced a new wire on there and wrapped it in a lb of electrical tape and the condenser fan came on

If you go to the common diy thread in the general tech help section, there is a link to online shop manuals. From there you can download a 94 shop manual as a pdf. The 94 is almost identical to your 96. The difference is that a few of the sensors were moved to under the timing belt cover in the 96. Some of the codes are different I believe.

You can find a pdf of the 96 manual on Ebay for pretty cheap too.
