Base idle reset not working: Help

Default Base idle reset not working: Help

I recently got this 1994 Honda accord ex coupe (2.2L 4 cylinder, automatic, F22B1) and ever since I first got it it’s had idling issues, at first it would just idle all over the place and had an iacv code so I changed out the iacv, then it was rev hunting between 1500-2,000 rpm’s, except now I can’t even get the car out of park unless I do it manually with the slot to the side of the shifter so per suggestion I changed out the throttle position sensor, I did that and now it’s idling smooth, but at around 1500 rpm’s when warm. I’ve tried to reset the base idle multiple times, I’ve tried both unplugging the iacv, and unplugging the service connector and jumping it, and it’s still idling the same. Someone help😅
