Question Blower motor not working on a 97 Accord LX

On my 97 Honda Accord LX the blower motor is not working i checked all the fuses and they are good so i got a new blower motor and fan switch and fan resistor. and the fan still not working. I thought about the relay but not sure were it is and if it will help. I hate to that it might be the wiring but if someone can give me some advice that would be great.

Unplug the 2-wire connector to the fan motor and turn the key to the II position. Put the red volt meter lead to the yel/blk wire, the black volt meter lead to any bare metal (ground). The volt meter should read 12V. Then move the black volt meter lead to the black wire on the electrical connector and keep the red meter lead on the yel/blk. Do you read 12V as well?
