Buying my first honda accord , Advice needed

Welcome to the forum! Where are you located? We don't get the diesel at all here in USA, so I hope someone from UK or EU chimes in about that.

In general, opening the oil cap isn't a very good test, because it'll spray oil anyway. Hard to tell what's an "excessive" amount of oil spray. I expect that's normal because of the high compression of a diesel.

I definitely wouldn't open the oil cap while the engine is running. As Jimblake said, it will spray oil out anyway. Get a flashlight and look in there sometime with the engine off. You'll see why it sprays. many moving parts.......

On most diesels, 64000 miles is just getting "broken in." most diesels will last upwards of 300k if they are maintained.
