My car is not starting sometime. this doesnot happen very often and it does happen at any time of day, even after driving it doesnot start. when iturn on ignition key engine does not turn sometime and some time it does. Sometime its nothing and sometimes all interior lights starts fluctuating as i keep pressing key. jump boost has no effect, after trying four or five times with jump boost it starts. Is it starter or some relay or something else. And all battery terminals are tight and new, got battery and alternator checked they are ok. please help

Here is my terminology: A turning engine is when the starter spins the engine (I have to leave the key in the start position when I do this). Firing (or fire up), is when the engine is running on its own, I can release the key, and the engine will run properly.

So is your problem that the starter is not turning the engine? When the starter does turn the engine, does the car fire up?
