Default Changing RPM

So I finally fixed my rpm from bouncing up and down by cleaning the fitv but now it's steady on the line right before the number 1, and it feels like it's loosing power cuz when I accelerate it feels a bit hard... I figure it's because I turned the fitv to tight but is there a way I can change the idle instead of taking the fitv off and loosing it one turn?

There is a way to set the base idle.

Get this pdf: dhost.info/accordinfo/hondapdfs/fuelemiss.pdf

Page 11-73 shows the procedure to set the base idle.
