Sorry, about 91 manual. My 90 Manual has it. It looks like the download manual is an overseas manual w/ much simpler EGR system.
Yes, you plug the EGR vacuum line after removing from the EGR valve. At idle there should be no vacuum. At 2000 rpm steady, there should be vacuum. If you have vacuum all the time the EGR solenoid valve is likely stuck in open position.

its actually when its hot that the chugging happens. however yesterday it did not do it at all *smh*.. but, I still did the EGR test both cold and hot, at idle no vacuum, and at 2k RPM, I couldn't really feel any sort of suction either. The ambient temperature was 15 degrees cooler than it has been as well; don't know if that would have anything to do with it behaving differently.

Ok HOndadude, I held the throttle halfway open and started the car when it was hot, all it did was sputter and chug at a higher RPM and nearly choke down when I let my foot off the pedal.
